Non-compliance with the accessibility regulations

• There is no mechanism to skip past the navigation to the main content of a page. This fails WCAG 2.2 success criterion 2.4.1 (Bypass Blocks).
• The heading order on some pages is not logical. This fails WCAG 2.2 success criterion 1.3.1 (Info and Relationships).
• The site search field does not have an associated label. This fails WCAG 2.2 success criteria 3.3.2 (Labels or Instructions) and 4.1.2 (Name, Role, Value).
• Some link text does not describe the purpose of the link. This fails WCAG 2.2 success criterion 2.4.4 (Link Purpose).

We are working to correct these and expect the work to be completed as part of a planned redevelopment of this website.

Disproportionate burden

Content that is not within the scope of the accessibility regulations

• Some PDF documents published before 23 September 2018 are not fully accessible to screen reader software. The accessibility regulations do not require us to fix these unless they are needed to use one of our services. Text alternatives were added to the images on this website in September 2026, and out-of-date links and content were removed at the same time. The remaining items listed above will be addressed as part of a planned redevelopment.
